Tried "spinning" the camera and I really liked the way the circles of blue and white worked out so I spent a few minutes experimenting... this is the first of a series of these I'll randomly throw up here...

Beautiful effect. I first thought it was a light sculpture of some kind seeing that the tree behind it is perfectly focused and wasn't subject to any spinning. How did you perform this spinning, if I may ask?

hi.. (i grew up in illinois btw)
the effect is supereasy... go "inside" the tree (so you're standing near the trunk) and tilt your tripod head so its shooting nearly straight up. make sure the tilt head is loose so you can move it smoothly... set your exposure to 7-8 seconds... change your white balance to "tungsten" (makes the xmas lights pop better) and set your auto timer for a few seconds... right before the camera starts taking the pic, slowly grab the arm of the tripod and move it in a circular motion (plane of motion parallel to the camera body)... keep the arm moving slowly until the exposure is finished...
I have a few others I'll post later of this... it may be amateurish and odd, but I think the end result is kinda cool...
...i like it, it's a good effect.

Fantastic colors and great overall effect. Before reading your explanation I thought these were two photos superimposed.
You said "amateurish"?... Who cares when you get stuff like this!
